Rendering of reports, IE8 and absolute measures in millimetres

Refer to a previous post where I have described a way to render SSRS into MVC.  There might be an issue when users use IE8 and you render the HTML4.0 format. The html mark-up sets 40 mm width for each column with data. But IE8 (with the DOCTYPE set otherwise IE8 works normal)  may collapse the columns to fit its content therefore it makes inconsistent look of your report, especially for next pages. I am not sure whether it is IE8 bug or a malformed mark-up.  But it was fixed surprisingly only by adding a footer to the report layout.
